Georgios Kolliarakis

Dr. Georgios Kolliarakis is an expert on issues at the intersection of technology and security policy with more than 20 years’ experience. Since 2024 he is a coordinator with the European Union’s Dual Use Export Control Global Programme, managed by the Foreign Policy Instrument/European External Action Service. As a Senior Associate Fellow of the German Council on Foreign Relations Georgios advises national ministries and international bodies – including the European Commission, the European Defence Agency, the German Federal Foreign Office and the Armed Forces on matters of emerging security-related technologies, cyber/hybrid threats, critical infrastructure, as well as on forward-looking planning. Georgios is a member of the DIN Interdisciplinary Working Committee on Artificial Intelligence Standards, the World Economic Forum Expert Network, the International Network for Government Science Advice, and has kicked off the Workstream on Governmental Foresight at the World Future Studies Federation. Following his Engineering studies, Georgios earned a Master’s degree in Political Geography and a PhD in International Politics & Strategic Studies.
