Natalia Spinu, Republic of Moldova, is the Director of the European Institute for Political Studies in Moldova, managing projects financed by various national and international institutions including the Council of Europe, European Commission, NATO, ITU and Geneva Centre for Security Sector Governance. These projects focus on democracy, European Integration, cyber security, cyber diplomacy, cyber awareness, and capacity building, election security .
She is the founder of Women in Cyber in Moldova, a mentorship program aimed at empowering women in the cybersecurity field. Natalia also serves as an ITU expert and event organizer, as well as a cyber expert on EU-funded projects through eGA (e-Governance Academy Estonia).
Previously, Ms. Spinu served as Chief of the Government Cyber Security Center (CERT-Gov) more than 10 years of experience in Cybersecurity across various domains including ICT project management, strategy development, information security implementation and audit, and ICT security policy development. She has managed cybersecurity projects for the government with responsibilities in strategic planning, international and intergovernmental cooperation, and capacity building.
A dedicated contributor to the cybersecurity community, she promotes collaboration through knowledge sharing and organizes various cybersecurity-related workshops, events, and meetups. Natalia is frequently invited as a speaker at national, regional, and international forums, conferences, and seminars in cybersecurity, and has published articles in both local and international publications.
Ms. Spinu also served as a co-seminar leader on the Program on Cyber Security Studies (PCSS) from the George C. Marshall European Center for Security Studies (2016-2020).
Natalia holds a Master’s Degree in International and European Security from the University of Geneva, Switzerland, a Master’s Degree in Computer Science from the Technical University of Moldova, a Master’s Degree in Cyber Security from University West Attica, Greece, and various Cybersecurity Certificates.
