Ambassador Mebarki holds a Diploma from the Algerian National School of Administration (Diplomatic Section) and a Diploma from the Pedro Gual Institute of Diplomatic Studies in Caracas, Venezuela.
In May 2021 she has been elected as the Chair of the open-ended Ad Hoc intergovernmental committee to elaborate a comprehensive international convention on countering the use of information and communications technologies for criminal purposes.
Carrier diplomat, her assignments have included positions as Ambassador to Austria and Slovakia, and Permanent Representative to the International Organizations in Vienna (since 2016-today); Chief of Staff of the Minister of Maghreb Affairs, African Union and League of Arab States (2015); Director of Central and Eastern European Countries (2014); Responsible for relations with the European Parliament at Embassy of Algeria in Brussels (2010).
Before that, she has been successively: Adviser to the Minister for Maghreb; Representative at UNESCO and head of the multilateral section at the Algerian Embassy in Roma.
