Head of the Strategy and Development Office

The Strategy and Development Office supports the Director General with the follow-up of the implementation of his Agenda 2025. It supports the strategic thinking of the Director General and is in charge of initiating and consolidating transverse initiatives across ESA, fostering a coherent approach internally and externally. It oversees the programmatic preparation of the Councils at Ministerial level and prepares the ESA Long Term Plan. It supports the Director General with the coordination of reporting at programmatic level, the preparation of the Space Summits and Intermediate Ministerial Meetings.
Isabelle is co-chairing the Preparatory Group for the next Council at Ministerial level, the ESA Space & Arctic Task Force and chairing the ESA Blue Worlds Task Force formed with interested ESA Member States.
From August 2017 to May 2021, she was the Head of the Member States Relations & Partnerships Office in the ESA Strategy, then Policy and Programme Coordination Department.
Prior to that, and after 4 years in the space industry, she joined ESA in 1987 and worked in various areas: Microgravity, International Space Station, Budget, Education, Corporate Planning, Finance, Studies, Advanced Concepts and Strategy.
She is a diplomed engineer from Ecole Centrale Paris (specialisation in Air & Space engineering) and an auditor of IHEDN (Defense Policy and Maritime Challenges national sessions). She is a Knight in the French “Ordre national du Mérite”, Commander in the citizen reserve of the French Navy and a full member of the International Academy of Astronautics.
