Jozef Kubinec is Head of the Works and ICT Procurement Department at the Ministry of Interior of the Slovak republic. He is an experienced strategic public procurement officer, public buyer and procurement lawyer with a demonstrated history of working in government administration.
Jozef is actively working on implementing public procurement of innovation, professionalisation and centralisation of public procurement. To strengthen the role of public procurement in security R&D, he became a member of the Community of European Research and Innovation for Security (CERIS) and Sub-group on Strengthened Security Research and Innovation (SSRI, covering horizontal issues).
He graduated from the University of Palacky (law) and Tor Vergata in Rome (public procurement management).
He is participating in the H2020 project iProcureNet as a leader of the WP4 ‘Establishing procurement pathways‘ and as the IPNC for the Slovak Republic. He is also the leader of the Community Group ‘Suppliers and Innovators’. In the project, he focuses on the methodology of how to conduct joint cross-border public procurement and how public procurement became a catalyst for innovation in the security sector.
