IDSF – Speaker Profile

Rasa Ostrauskaite

In September 2020, Rasa Ostrauskaite assumed the post of the EU Permanent Representative to the Organization for Security and Co-operation in Europe (OSCE).
Prior to that, Rasa served for a year as Head of Mission for the International Commission on Missing Persons (ICMP) in Iraq.

Previously Rasa worked for ten years in various capacities at the OSCE, including as Director of the Transnational Threats Department and Deputy Director for Policy Support Service of the Conflict Prevention Center.

Previously Rasa worked in various capacities at the European Union – at the EU Council’s Policy Planning and Early Warning Unit; as Political Advisor to the EU Special Representative (EUSR) in Bosnia and Herzegovina, in the Southern Caucasus and as Senior Political Advisor to the EUSR for the Crisis in Georgia.

Before that, she worked for the Lithuanian Foreign Ministry, in Vilnius and in Lithuania’s Representations to the United Nations in New York and to the EU in Brussels.
Rasa holds a Master’s degree in International Relations and European Studies and a Master of Philosophy in Political Science, both from the Central European University. She has contributed to a number of publications on EU foreign and security policy and the OSCE, including two co-authored books.
